Content: In the past 15 years water rates have quadrupled despite the fact household income has only increased 35%. This leads thousands of Chicagoans into debt to the water department, totaling $421 million in unpaid bills. The majority of this burden falls onto Black neighborhoods which have 10 times more water debt than white neighborhoods. The current system of payment arrangements is not working. 75% of these payment plans are canceled or defaulted on. Without action, water bills will become rapidly unaffordable for growing numbers of Chicago residents. The Water-for-All ordinance develops an overarching water affordability plan for the City of Chicago. Every Chicago household deserves access to affordable, democratic, equitable, transparent and just water service.
